WUSC is currently looking for a Country Coordinator to provide sound leadership to a country team to ensure women and youth actively participate and benefit from inclusive, climate resilient agricultural market systems.


WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, and the African Development Bank.

WUSC is preparing to implement a new five-year project – PROPEL CAN which will promote climate resilient agriculture for equitable economic growth to increase the economic prosperity of women and youth (female/male) in more sustainable agricultural markets in the Caribbean. The project builds on learning from a previous phase of PROPEL, a multi-country economic growth project, funded by Global Affairs Canada (GAC) and implemented by WUSC in Dominica; Guyana; Jamaica; Saint Lucia; and Barbados.

Women and youth (f/m) will be central players in the targeted agricultural market systems so they can restore the dwindling number of farmers in the region, while strengthening more climate resilient domestic agricultural production to enhance food security, and reduce reliance on imported agricultural products, for more sustainable economic growth. Recognizing that adult males are currently dominant actors in market systems, PROPEL CAN will also work with men, so they can become advocates for women and youth (f/m) fostering the right conditions for equitable participation. PROPEL CAN will engage agricultural markets in each of the target countries, and provide capacity-building support to local organizations.

WUSC will apply an Inclusive Market Systems (IMS) approach, engaging multiple stakeholders, including established country partners, to create links between key market actors; strengthen their capacity through training, information sharing and outreach; and foster climate resilient approaches (re-orienting agricultural development for sustainability), at every stage and via every market actor in the agricultural value chain. This approach will help to mitigate the impacts of climate change, reduce the region’s vulnerability to natural disasters, and foster climate-resilient agricultural markets that offer increased, sustainable economic benefits for women and youth (f/m).


Under the supervision of the Project Director and in coordination with the Deputy Project Director, the Country Coordinator will be responsible for:

  • Collaborating with project staff and technical specialists to develop a detailed country strategy and subsequent annual work plans for the country (in Guyana with team members in Suriname; in Jamaica; or in the OECS with team members in
  • Dominica and St. Lucia), in line with PROPEL CAN’s objectives of helping women and youth (f/m) producers to access climate resilient markets using an inclusive market systems approach to program delivery;
  • Ensure that all project activities are geared towards reaching the Project objectives including the sustainability of project interventions;
  • Ensure key stakeholders are engaged through an IMS process leading to gender and youth focused climate resilient inclusive agricultural market systems;
  • Build and continue to develop strong relationships with relevant project stakeholders, including government, private sector, community based, non-governmental and liaise with other donor projects in country;
  • Keep abreast of government and donor investments and strategies at the national level and pursue potential links with complementary programs in the agriculture sector;
  • Coordinate sectoral activities with other agencies (e.g. FAO, CARDI, IICA) working in agriculture development and marketing, particularly products where women and youth can actively engage in agricultural market systems;
  • Maintain ongoing and regular communication with the PROPEL CAN Senior Management team including the Project Director (PD), Deputy Project Director, Finance Manager, Monitoring and Evaluation Specialist and Climate Smart Agriculture Specialist;
  • In collaboration with the PD and other Project staff, contribute to the development of annual work plans and related budgets;
  • Ensure that financial information is provided to the PROPEL CAN Regional Office in a timely manner to allow for consolidation of financial information feeding into monthly, quarterly, semi-annual and annual financial reports;
  • Ensure that budgets are on track, activities are being implemented in a timely manner, and provide explanations for any significant variances between forecasts and actual expenditures;
  • Prepare timely, high quality narrative reports semi-annually and annually covering PROPEL CAN activities in-country. Such narrative reports will feed into the PROPEL CAN reports to be submitted to GAC;
  • Ongoing reporting, storytelling and developing case studies will also feed into PROPEL CAN communications products;
  • Supervise office staff, and take responsibility for the implementation of the Project in accordance with the PROPEL CAN Contribution Agreement, the Project Implementation Plan (PIP), and Annual Work Plans and Implementation plans for the Country;
  • Support the establishment and strengthening of linkages between buyers, producers, appropriate government institutions and other key market actors to ensure a supportive environment for inclusive market access in the country, particularly for women and youth (f/m);
  • Ensure that cross cutting themes (gender, youth, environment & governance) are mainstreamed into plans and program implementation in the Country by the team;
  • Support and implement capacity building and training activities for women, youth (f/m) and male farmers, as well as other key market actors; and
  • Any other duties as may be required for the successful implementation of PROPEL CAN including representational duties and participating in key project level meetings including the Project Advisory Committee meeting.



  • A Bachelor’s Degree in Business Management, Agriculture, Economics, Marketing or other related Social Science or equivalent;
  • A Masters’ degree is an asset.

Experience & Competencies

  • At least 8 years of work experience in project management, including at least 3 years in a management position (including managing personnel) in the Caribbean;
  • Preference will be given to those with experience in agribusiness, and agricultural produce marketing;
  • Proven leadership, interpersonal and cross-cultural skills, and ability to build, supervise and motivate a team;
  • Practical knowledge of an IMS approach, project cycle and results-based management (RBM);
  • Demonstrated coordination and facilitation skills;
  • Experience working and collaborating with diverse sets of stakeholders, including producers, producer groups, private sector, research institutions, donors, and governments;
  • Detail oriented with demonstrated experience managing budgets efficiently and accurately;
  • Practical knowledge of the issues and challenges faced by producers in-country, especially in relation to marketing their agricultural produce to buyers in inclusive market systems; and
  • A team player that is curious, enthusiastic, flexible and willing to innovate and adapt.


  • Complete fluency in written and spoken English is required.
