World University Service of Canada (registered as WUSC Caribbean in the Caribbean), is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, and the African Development Bank.
WUSC is preparing to implement a new five-year project – the Sustainable Agriculture in the Caribbean Project, which will promote climate resilient agriculture for equitable economic growth to increase the economic prosperity of women and youth (female/male) in more sustainable agricultural markets in the Caribbean. The project builds on learning from a previous phase of PROPEL, a multi-country economic growth project, funded by Global Affairs Canada (GAC) and implemented by WUSC in Dominica; Guyana; Jamaica; Saint Lucia; and Barbados.
Women and youth (f/m) will be central players in the targeted agricultural market systems so they can restore the dwindling number of farmers in the region, while strengthening more climate resilient domestic agricultural production to enhance food security, and reduce reliance on imported agricultural products, for more sustainable economic growth. Recognizing that adult males are currently dominant actors in market systems, the Sustainable Agriculture in the Caribbean Project will also work with men, so they can become advocates for women and youth (f/m) fostering the right conditions for equitable participation. Sustainable Agriculture in the Caribbean Project will engage agricultural markets in each of the target countries, and provide capacity-building support to local organizations.
WUSC Caribbean will apply an Inclusive Market Systems (IMS) approach, engaging multiple stakeholders, including established country partners, to create links between key market actors; strengthen their capacity through training, information sharing and outreach; and foster climate resilient approaches (re-orienting agricultural development for sustainability), at every stage and via every market actor in the agricultural value chain. This approach will help to mitigate the impacts of climate change, reduce the region’s vulnerability to natural disasters, and foster climate-resilient agricultural markets that offer increased, sustainable economic benefits for women and youth (f/m).
SUMMARY OF ASSIGNMENT
WUSC Caribbean will be conducting a baseline data collection process primarily to obtain baseline values for relevant performance indicators in order to report and demonstrate change and assess the level of progress made towards achievement of indicators.
For this purpose a questionnaire survey will be administered to potential beneficiaries of the project, including producers and agro-processors. The Data Collection Supervisor will work with staff of WUSC Caribbean, including the Regional M&E Specialist, to ensure that high quality data is collected from required persons in the identified timeline.
ESSENTIAL DUTIES AND RESPONSIBILITIES
In order to successfully complete the assignment, the post holder will be required to demonstrate a high degree of flexibility and commitment. The list of responsibilities below is not exhaustive.
- Participate in training to understand assignment
- Arrange and organize work schedules for the conduct of interviews by field team
- Assign data collectors to selected communities as required
- Provide routine updates and feedback on the interview process and progress of fieldwork as required
- Ensure work assignments are completed according to schedule
- Monitor and manage the use of technologies by data collectors during fieldwork, as required
- Prepare and submit administrative fieldwork forms and/or reports as required
- Travel to field sites to provide direct supervision of data collectors and conduct quality assurance checks to ensure that the work of the data collectors are in accordance with specified protocols and procedures. These include:
- Monitoring the interview process and providing recommendations for improvements as necessary
- Ensuring adherence to selection criteria for respondents
- Ensuring interviews conducted are in keeping with procedures outlined in training
- Vetting completed survey instruments prior to submission to ensure proper capture, completeness and accuracy
- Conducting random checks and ensuring follow up with respondents to clarify data collected, as needed
- Support with the conduct of in-person interviews, as required
- Ensure adherence to all COVID-19 protocols
REQUISITE QUALIFICATIONS AND EXPERIENCE
- At least 5 CXC Subjects, including English Language
- Knowledgeable in interviewing and data collection techniques
- Knowledgeable in conducting Field Research
- At least 1 year experience working in a supervisory capacity
- Experience in conversing with rural producers
- Excellent oral and written communication skills
- Good interpersonal and leadership skills
- Ability to work to meet deadlines
- Good attention to detail
- Ability to work flexible hours
- Sensitivity to vulnerable groups and populations
- Knowledge of rural jargons, terminology etc.
- Creole is an advantage for Saint Lucia
- Understanding of agriculture sector in the local context would be an asset
