Are you a M&E Specialist? WUSC is currently looking for a regional Monitoring and Evaluation Specialist to implement the overall M&E strategy and related activities for a new project in the Caribbean.

BACKGROUND

WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, and the African Development Bank.

WUSC is preparing to implement a new five-year project – PROPEL CAN which will promote climate resilient agriculture for equitable economic growth to increase the economic prosperity of women and youth (f/m) in more sustainable agricultural markets in the Caribbean. The project builds on learning from a previous phase of PROPEL, a multi-country economic growth project, funded by Global Affairs Canada (GAC) and implemented by WUSC in Dominica; Guyana; Jamaica; Saint Lucia; and Barbados.

Women and youth (f/m) will be central players in the targeted agricultural market systems so they can restore the dwindling number of farmers in the region, while strengthening more climate resilient domestic agricultural production to enhance food security, and reduce reliance on imported agricultural products, for more sustainable economic growth. Recognizing that adult males are currently dominant actors in market systems, the project will also work with men, so they can become advocates for women and youth (f/m) fostering the right conditions for equitable participation. This project will engage agricultural markets in each of the target countries, and provide capacity-building support to local organizations.

WUSC will apply an Inclusive Market Systems (IMS) approach, engaging multiple stakeholders, including established country partners, to create links between key market actors; strengthen their capacity through training, information sharing and outreach; and foster climate resilient approaches (re-orienting agricultural development for sustainability), at every stage and via every market actor in the agricultural value chain. This approach will help to mitigate the impacts of climate change, reduce the region’s vulnerability to natural disasters, and foster climate-resilient agricultural markets that offer increased, sustainable economic benefits for women and youth (f/m).

RESPONSIBILITIES

Under the supervision of the Project Director, the regional Monitoring & Evaluation Specialist will be responsible for developing and implementing the overall Monitoring & Evaluation strategy and related activities within the project and to provide timely and relevant information and support to project stakeholders. This includes close coordination with all stakeholders involved in Monitoring & Evaluation design, data collection, data analysis, and project implementation. While the M&E Specialist reports directly to the PD s/he will be supported on technical matters by WUSC’s HQ-based Monitoring & Evaluation Advisor. Key responsibilities include:

  • Review the quality of relevant social and economic data in the project areas, methods of collecting it and the degree to which it will provide good baseline statistics for impact evaluations;
  • Oversee and take responsibility for implementation of the Performance Measurement Framework (PMF);
  • Ensure the project collects relevant gender and age disaggregated data;
  • In collaboration with the WUSC HQ Monitoring & Evaluation Advisor, guide the process of developing performance questions, indicators and parameters for monitoring project performance and comparing it to targets;
  • Design the formats for performance surveys and reports in collaboration with the project team to suit the inclusive market systems implementation approach;
  • Develop and regularly update data collection tools (quantitative and qualitative);
  • Undertake and support baseline data collection for the Project and regular monitoring of indicators;
  • Coordinate and provide training to field staff in results-based management (RBM), participatory monitoring and evaluation techniques;
  • Develop control measures and protocols to ensure quality of data;
  • If pertinent, support Geographic information Systems set up and use;
  • Communicate regularly with WUSC Monitoring & Evaluation Advisor via skype/email/phone to ensure smooth functioning of Monitoring & Evaluation systems;
  • Participate in creation and maintenance of databases (in collaboration with WUSC staff);
  • Ensure that an effective and participatory Monitoring & Evaluation system is established;
  • Provide advice and insight into Monitoring & Evaluation manuals, including processes and procedures for staff;
  • Support the development of annual work plans and budgets, including annual milestones;
  • Coordinate data gathering from partner organizations and establish feed-back mechanisms;
  • Recruit, guide, and supervise other organizations/consultants that are contracted to conduct surveys such as baseline surveys for the project;
  • Review monitoring reports, identify challenges and potential bottlenecks in implementation and feed learning back to project management;
  • Support development of case studies in collaboration with communications and project team members to draw out lessons learned and success stories;
  • Ensure that staff are inputting accurate and timely data in the MIS and timely update the PROUD tool;
  • Facilitate data interpretation workshops involving all project staff, to provide regular analysis both at the output level to monitor implementation according to the work plan, and at outcome level to monitor progress towards end of project targets;
  • Support staff in preparing progress reports to ensure timely, high quality reporting to GAC and other project stakeholders, as well as to contribute to corporate processes of project performance review; and
  • Lead on annual outcome data collections, as well as the appropriate midpoint and endpoint studies, that will feed into assessing progress towards achievement of project results, lessons learned, the need for iterative adaptation of project strategies and the project’s final report.
  • Bachelor’s degree required; Master’s degree preferred in a relevant field such as applied social science, statistics, international development; and
  • Certification in monitoring and evaluation is an asset.

QUALIFICATIONS AND COMPETENCIES

  • Bachelor’s degree required; Master’s degree preferred in a relevant field such as applied social science, statistics, international development; and
  • Certification in monitoring and evaluation is an asset.

Experience & Competencies

  • At least 7 years of practical experience in international development, with at least 5 specifically in designing and implementing monitoring and evaluation systems;
  • Must have demonstrated experience in quantitative and qualitative research/survey methodology;
  • Experience building capacity of staff, partners and counterparts in Monitoring & Evaluation, in both formal and informal settings;
  • Must have working knowledge of development programming, processes, systems and principles, and the ability to provide leadership and support in Monitoring & Evaluation to staff working at various levels and in various locations;
  • Strong knowledge of results-based management and international donor projects;
  • Knowledge of GAC’s RBM tools for management and reporting is highly desired;
  • Must have experience in designing and implementing monitoring systems and tools for effective management of outcomes and results;
  • Strong technical skills in data management, statistical analysis, GIS mapping, and/or assessment tools desirable;
  • Ability to lead and actively participate as an effective member of a team;
  • Must have excellent facilitation, presentation and training skills and experience, paired with good interpersonal and communication skills;
  • Must have strong skills in analytical thinking and interpretation of data to deduce solutions for decision making;
  • Excellent oral and written communication skills in English required;
  • High level proficiency in MS Office applications, particularly MS Excel and Access;
  • This position may require up to 20% international travel within the Caribbean region.
