WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop education, economic opportunities and empowerment solutions that overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and the Americas, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people in our offices in other countries, implementing over 20 development initiatives in collaboration with Global Affairs Canada, the UK Foreign Commonwealth Development Office (FCDO), the Mastercard Foundation, the World Bank, the African Development Bank and other donors.

WUSC is delivering the HIRES (Hospitality Industry welcomes Refugee Employment- based Sponsorship) pilot, modeled from our flagship Student Refugee Program (SRP). The SRP began in 1978 and brings 40+ years of experience, supporting a network of 95+ post-secondary education institutional partners across Canada to welcome 150 refugee youth annually.  The new HIRES initiative looks to further expand access to economic opportunities for refugee youth and facilitate their stronger economic integration into the Canadian labour market. HIRES resettles refugee youth who currently live in Kenya through a unique private sponsorship pathway that partners with Canadian businesses. This pathway involves vocational training and an employment placement upon arrival. Both, responding to persistent barriers to economic inclusion facing refugee populations and supporting Canadian employers to meet labour market needs by integrating trained employees in their workplace. 

The HIRES model seeks to scale complementary resettlement pathways for young refugees through involving employers and communities in regions and sectors with persistent challenges filling labour vacancies. It is premised on the dual assumptions that immediate employment upon arrival will lead to improved short and long term social and economic integration for young refugees in Canada, and that costs associated with the resettlement process can be supported by employers and their local communities. In the pilot phase, HIRES currently works with partners in the tourism industry in British Columbia.

The key goal for this consultancy will be to support WUSC to formalize a business model for the expansion of HIRES, maximizing the ability of the model to support resettlement costs through revenue generated from the resettlement process itself. The consultant will propose an approach and a methodology, such as the Social Business Model Canvas, to scale the HIRES program and develop alternative means for financing employment as a complementary pathway.

Specific Goals of this assignment include:

Identify lessons learned from HIRES

  • Review lessons from HIRES evaluation (to be completed 2021).
  • Review lessons learned from WUSC’s Student Refugee Sponsorship Program and potential applications in HIRES.
  • Identify any emerging key success factors that should be considered in a formal business plan, and those that need to be adjusted or shifted.

Understand the Market

  • Review contextual political, economic and social trends that shape the HIRES model.
  • Detail the requirements and needs of employers, young refugees and sponsorship groups.
  • Review business models of aligned employment pathway programs, including current pilots funded by the Government of Canada and other labour migration programs that may not directly target refugees.
  • Identify and model potential sources of revenue from employers and fundraising opportunities in local communities.

Identify HIRES key value proposition:

  • Formalize HIRES value proposition to employers, communities and to refugees
  • Identify the potential market size of participating employers, including focus sectors
  • Document HIRES key activities, resources and partners

Identify Costs and Revenue Streams

  • Review all costs, including direct and indirect costs, associated with resettlement in the HIRES model. Model costs on an individual basis, examining the impact of different scales of operation.
  • Review the impact of different delivery models, including in-person vs remote training and preparation
  • Identify key revenue streams, including earned revenue from employers and other sources, local fundraising, and potential philanthropic capital from government and/or foundation grants.

The final deliverable of this assignment will be a final report (not exceeding 10 pages) and a proposed business case and business model for HIRES expansion.

Consultant Qualifications

  • The consultant should have at least 10 years of professional experience with proven expertise in developing effective social business models. Understanding of refugee resettlement or economic migration would be a great asset.
  • Strong research and communications skills.
  • Ability to communicate effectively with a wide variety of stakeholders, including business leaders, community representatives and government officials.
  • Ability to develop sound financial projections and scenarios.
  • Strong and demonstrated commitment to gender equality.
  • Experience developing strategies that incorporate both a market orientation and an inclusion or rights-based approach.
