WUSC (World University Service of Canada) is a Canadian non-profit organization working to create a better world for all young people. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, the MasterCard Foundation, and the African Development Bank.
Nature and Scope:
WUSC is seeking an external Consultant to review existing procurement practices at WUSC, recommend improvements according to international standards and best practices, and develop standard procurement procedures / guidelines, in line with WUSC financial policies and donor requirements (especially GAC), that are applicable to the different country contexts where WUSC works.
The Consultant will work closely with the finance and programs teams at WUSC headquarters and will conduct consultations of the final recommendations and guidelines with Country Directors in the WUSC Country Offices to get their input and ensure relevance to the local contexts of operation.
The duration of the consultancy will be up to 15 days between October and December 2021.
- Proposed work plan for agreement by WUSC
- Revision of the existing procurement policy, practices and procedures adapted to the different country contexts and regulations as needed
- Recommendations for improvements / changes needed to the procurement processes according to international best practice and standards, incorporating value for money concepts and any donor requirements, to be discussed and agreed with WUSC management
- Key tools, processes and templates needed for the effective implementation of the guidelines / procedures by the Country Offices
Key Responsibilities & Tasks:
- Agree on the main approach and key outcomes of the assignment with the HQ finance and programs teams
- Submit a proposed work plan for discussion and agreement with WUSC
- Review the current WUSC procurement practices, policies and tools (both HQ and field policies where available),
- Identify inconsistencies or gaps in the application of WUSC procurement policy, through a review of selected project specific procurements and country office led procurements
- Review any previous donor audit reports that make reference to WUSC procurement practices and procedures
- Present recommendations for improvement to the current practices and policy to the WUSC team for feedback
- Draft procurement guidelines and changes to the procurement policy based on the agreed recommendations
- Carry out consultation meetings (group and individual as needed) with Country Directors, Project Managers, and Finance Managers to ensure procurement practices are in line with country regulations
- Draft tools, processes and templates related to the procurement processes
- Present the drafts to the HQ finance and Programs teams for their review and feedback
- Present the drafts to the Country Office teams for their review and feedback
- Make any necessary adjustments according to feedback received in a final version
Qualifications and Competencies:
- Senior level technical consultant with background in procurement, supply chain management and/or operations
- A minimum of 10 years of experience working and/or consulting in finance and operations; preferably for international development organizations, and preferably with experience in developing countries;
- Experience in developing and drafting operational policies, guidelines and procedures;
- Experience in program operations practices and procedures;
- Strong analytical and research skills;
- Proven ability to work productively with a variety of stakeholders to run participatory processes and meet deadlines with an emphasis on producing quality products;
- Effective interpersonal and cross-cultural communication skills.
Full fluency in English; French fluency is strongly encouraged.
