Position Title: Gender Equality (GE) Specialist

Reports to: Project Manager, Field Support Services Project (FSSP) in Carribean

Nature and Scope:

The Field Support Services Project (FSSP) provides administrative, financial, procurement, and logistical services as well as support to the in-country international assistance for the Government of Canada in the Caribbean. 

Canada’s international assistance in the Caribbean is aligned with Canada’s Feminist International Assistance Policy Action Areas: human dignity; growth that works for everyone; inclusive governance; and gender equality and the empowerment of women and girls. Given the importance of GE in all aspects of the Canadian international assistance program in the Caribbean, in terms of both programming and cross-cutting themes, the GE Specialist will provide overall advice, analyses and opinions to support effective integration of questions related to GE in the implementation of all Canadian cooperation programming in the Caribbean. 

The duties and responsibilities of the FSSP GE Specialist include:

  • Provide gender-based analyses, advice and guidance on GE issues that allow identification of GE results or their monitoring at the program level;
  • Ensure that GE considerations and the indicators relating to them, broken down by gender and sensitive to the other identity factors when relevant, are taken into account in all programming, in activities as well as outcomes achieved in implementing Canada-funded programs in the Caribbean;
  • Provide technical guidance and advice aligned with Government of Canada’s GE tools in order to facilitate the integration of GE considerations when preparing analysis and approval documents for projects in planning;
  • Comment on documents produced by projects funded by the Government of Canada in the Caribbean (work plan, proposal, annual report and project monitoring);
  • Provide, as needed, gender-based analyses of relevant evidence on major developments in the GE situation;
  • Help prepare and deploy monitoring missions by providing instructions and technical advice connected to expected GE outcomes with a view to ensuring that gender equality considerations are incorporated;
  • Support monitoring of project progress financed by Global Affairs Canada, especially as regards the incorporation of GE, and recommend any necessary corrective action;
  • Assist with the preparation of the various sector meetings and their implementation, such as technical, steering or other committees and, as necessary, the preparation of minutes, paying special attention to GE issues;
  • Develop and maintain a network of strategic contacts with a variety of partners in the GE sector and identify the GE best practices of partners and the network;
  • Provide any other related services, as required.

Qualifications:

Education

  • Advanced degree in a relevant discipline, such as women/gender studies, international development, sociology, or other relevant disciplines;
  • Additional training completed in the last 10 years in one of the field of project management, international development, results-based management, conflict management, capacity building or coaching approaches (considered an asset)

Experience

  • Minimum of 4 years of cumulative professional experience and a demonstrated track record of conducting gender analysis for international assistance projects in the Caribbean; 
  • Demonstrated experience in  the delivery of technical assistance, including development of GE-related training material, tools and guidelines; 
  • Demonstrated experience in project monitoring related to GE outcomes; 
  • Familiarity of GE key stakeholders across the Caribbean; 
  • Extensive knowledge and experience in Gender-based analysis, its use in international assistance programming and the extension of the methodology to include marginalised and vulnerable groups; 
  • Strong research and report writing skills; 
  • Knowledge and understanding of Canada’s Feminist International Assisstance Policy and Feminist International Assistance Gender Equality Toolkit for Projects; 
  • Able to work effectively in a dynamic team environment (working both independently and as part of a small team).
