Position Title: Project Manager, Field Support Services Project (FSSP) in the Caribbean

Nature and Scope:

The Field Support Services Project (FSSP) provides administrative, financial, procurement, and logistical services as well as support to the in-country international assistance for the Government of Canada in the Caribbean. 

Canada’s international assistance in the Caribbean is aligned with Canada’s Feminist International Assistance Policy Action Areas: human dignity; growth that works for everyone; inclusive governance; and gender equality and the empowerment of women and girls.  WUSC is seeking a Project Manager who will be responsible for providing senior-level managerial services and advice on project matters to the Development Section at the Embassy of Canada in the Caribbean, Global Affairs Canada Headquarters, and FSSP personnel. 

The duties and responsibilities of the FSSP Project Manager include:

  • ensure the overall quality and management of all services offered by the FSSP and ensuring that these services meet DFATD expectations and needs;
  • lead the preparation of all key FSS key project documents and narrative reports, including Initial Work Plan, Operating Procedures Manual, Annual Work Plans & Narrative Progress Reports
  • review and approve the FSSP financial and procurement reports;
  • plan and coordinate administrative, financial and logistics management services provided under the project, including Local Development Initiative (LDI) Mecanism;
  • maintain regular communication with Government of Canada, government authorities or their representatives, and other relevant project stakeholders;
  • develop and maintain networks of key stakeholders (government, civil society, other donors, private sector) across the Caribbean;
  • Oversee procurement of technical specialist services through local and international competitive processes;
  • analyze, plan, direct and assess the administrative tasks to be carried out by technical specialists, including timely submission of deliverables, adherence to basic professional requirements and alignment with activity specifications;
  • provide other related services, as required.

Qualifications:

Education

  • Advanced degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering or applied sciences;
  • Additional training completed in the last 10 years in one of the following fields: project management, public administration, international development, procurement management, results-based management, human resources management, conflict management, financial management, capacity-building or coaching approach, gender equality or gender sensitivity training (considered an asset)

Experience

  • Minimum of 10 years of cumulative professional experience and a demonstrated track record of managing international development projects in a developing country, preferably in the Caribbean; 
  • Demonstrated experience managing projects with a minimum annual budget of more than $500,000 CAD;
  • Demonstrated experience working with different types of International Development Assistance Stakeholders, particularly in the Caribbean;
  • Demonstrated experience managing the following types of services, including administrative services, procurement services, financial services, support to local; development initiatives, project coordination services, and logistical services;
  • Demonstrated experience in the development of operational documents including but not limited to: manuals, procedures, policies or templates;
  • Expertise in managing local development initiatives, for example, management of small grants for local organizations;
  • Knowledge and understanding of Canada’s Feminist International Assisstance Policy; 
  • Curious, enthusiastic and willing to innovate and adapt.
