BACKGROUND

World University Service of Canada (registered as WUSC Caribbean in the Caribbean), is a Canadian non-profit organization working to create a better world for all young people. We bring together a diverse network of students, volunteers, schools, governments, and businesses who share this vision. Together, we develop solutions in education, economic opportunities, and empowerment to overcome inequality and exclusion for youth around the world, particularly young women and young refugees. WUSC currently works in 25 countries across Africa, Asia, the Middle East, and Latin America, with an annual budget of approximately CAD $40 million. We have over 90 staff in our Ottawa office, and over 200 people overseas implementing 16 development projects in collaboration with donors such as Global Affairs Canada, the UK Department for International Development (DFID), the World Bank, the Asian Development Bank, and the African Development Bank.

WUSC is preparing to implement a new five-year project – the Sustainable Agriculture in the Caribbean Project, which will promote climate resilient agriculture for equitable economic growth to increase the economic prosperity of women and youth (female/male) in more sustainable agricultural markets in the Caribbean. The project builds on learning from a previous phase of PROPEL, a multi-country economic growth project, funded by Global Affairs Canada (GAC) and implemented by WUSC in Dominica; Guyana; Jamaica; Saint Lucia; and Barbados.

Women and youth (f/m) will be central players in the targeted agricultural market systems so they can restore the dwindling number of farmers in the region, while strengthening more climate resilient domestic agricultural production to enhance food security, and reduce reliance on imported agricultural products, for more sustainable economic growth. Recognizing that adult males are currently dominant actors in market systems, the Sustainable Agriculture in the Caribbean Project will also work with men, so they can become advocates for women and youth (f/m) fostering the right conditions for equitable participation. Sustainable Agriculture in the Caribbean Project will engage agricultural markets in each of the target countries, and provide capacity-building support to local organizations.

WUSC Caribbean will apply an Inclusive Market Systems (IMS) approach, engaging multiple stakeholders, including established country partners, to create links between key market actors; strengthen their capacity through training, information sharing and outreach; and foster climate resilient approaches (re-orienting agricultural development for sustainability), at every stage and via every market actor in the agricultural value chain. This approach will help to mitigate the impacts of climate change, reduce the region’s vulnerability to natural disasters, and foster climate-resilient agricultural markets that offer increased, sustainable economic benefits for women and youth (f/m).

SUMMARY OF ASSIGNMENT

WUSC Caribbean Jamaica Ltd. will be conducting a baseline study to obtain baseline data for relevant performance indicators, in order to report and demonstrate change and assess the level of progress made towards achievement of indicators. The study will utilize a mixed methods approach, including the use of Focus Group Discussions (FGDs), to gain an in-depth understanding of issues relevant to the study population, specifically potential beneficiaries of the project including men, women and youth producers and agro-processors in targeted market systems.

Reporting to the Country Coordinator and liaising with WUSC staff and the FGD notetaker, the Facilitator will lead the Focus Group Discussions, ensure that they are facilitated in accordance with the scope, objectives and time frame outlined and support triangulation with data gathered from other sources. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

In order to successfully complete the assignment, the post holder will be required to demonstrate a high degree of flexibility and commitment. The list of responsibilities below is not exhaustive, and a willingness to conduct focus group discussions in different geographic locations is essential:

  • Participate in a sensitization session to understand assignment
  • Travel to various sites to conduct FGDs according to schedule
  • Facilitate FGD sessions with the aid of FGD guides and other relevant tools to ensure that themes are adequately addressed
  • Employ the use of appropriate techniques to engage FGD participants in dialogue and to elicit perspectives and gather information that can be used to inform an in-depth understanding of the topics under investigation
  • Ensure that the FGD sessions are structured, well-paced and conducted in an orderly manner
  • Manage the sessions to ensure inclusivity and balanced participation from FGD participants
  • Liaise with the FGD notetaker and other team supports, to ensure that information captured from the sessions adequately reflects discussions had 
  • Identify and utilize opportunities to probe and make interconnections between themes and issues
  • Participate in working sessions to triangulate the data from other sources, as required
  • Adhere to confidentiality procedures and policies when gathering information
  • Provide progress updates as required 
  • Adhere to all COVID-19 safety protocols

REQUISITE QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Social Science, Community Development, Agriculture or other relevant field
  • Knowledgeable in interviewing techniques 
  • Experience in conversing with rural producers
  • Excellent oral and written communication skills
  • Good interpersonal and leadership skills
  • Experience in a similar capacity is an asset
