As the Human Resource Policy Advisor, you will support the development of Sri Lanka Institute for Tourism & Hotel Management (SLITHM) new HR Policy. The policy will revitalize SLITHM’s organizational structure and processes in order to increase their performance and efficiency. SLITHM is a government Technical and Vocational Education and Training institute preparing youth, including young women, for opportunities in the tourism and hospitality industry.

Roles and Responsibilities
- Conduct an assessment to identify any gaps in human resources and organizational structure
- Support the revitalization of internal structures and processes to increase performance, effectiveness, transparency and communication and make recommendations based on the findings of the assessment
- Develop a Human Resource policy and provide guidance on how to implement the policy
- Participate in pre-assignment training
- Participate in at least 3 public engagement initiatives before, during, or after the assignment. Volunteers will be equipped with the tools, training, and support to achieve these goals. Volunteers will also have one virtual check-in with the Public Engagement Officer throughout the course of their assignment.
- Set up a personalized volunteer fundraising page on the WUSC fundraising platform and share it in your networks. Volunteers will be supported with the tools, training and support to achieve the fundraising goal.
- Ensure that a gender equality lens is consistently applied in the execution of all activities.
- Support partners to empower young women and promote a culture of gender sensitive representation in all activities and program benefits.
- Submit reports as required by the partner organization and by WUSC.
Experience and Qualifications
- Degree and/or training in Human Resource & Management and/or a related field
- Demonstrated working experience in developing HR policies for academic institutions and/or TVET institutions
- Experience working in HR, business management or strategic management
- A good understanding of TVET institutes for youth vocational training is considered an asset
- A commitment to gender equality, youth inclusion, and international volunteering.
- Flexibility, adaptability, excellent interpersonal skills and cultural sensitivity
- Experience with group facilitation and trainings, including content development considered an asset
- Experience living and working internationally considered an asset.
- Written and oral fluency in English.
Volunteering for development is one of the important ways in which WUSC pursues its mission. The IGNI+E project, funded by Global Affairs Canada, supports over 70 partner organizations to advance gender equality and the economic empowerment of 1.2 million youth around the world. IGNI+E harnesses the knowledge, capacity and expertise of skilled Canadians through volunteer assignments and public engagement activities to assist partners in improving their performance, advocating for gender equality, and implementing more sustainable, innovative and inclusive initiatives and services for poor and marginalised youth, particularly young women. Overseas, our volunteers collaborate with a wide variety of partners, including enterprise and social enterprise development incubators, skills training centres, women's organizations, and youth groups. In Canada, WUSC works with institutions and individuals to identify, prepare, and support volunteers who travel overseas to support our partners. Our network in Canada also works with WUSC to raise awareness among Canadians to inspire greater action on global development issues. Our collective focus is on sustainable and inclusive changes to create a better world for youth.
The Sri Lanka Institute of Tourism & Hotel Management (SLITHM) is the only government approved premier Institute in Sri Lanka. Following the ever expanding tourism sector in the country with developments in the travel & hospitality industry, the Sri Lanka Institute of Tourism & Hotel Management provides sound professional training to cater for the fast developing needs of the local and international hotel and tourism industries with the best trained and most highly motivated management professionals. Over the years SLITHM has fine-tuned its programmes to meet the specific needs of Sri Lanka and Asia’s changing industry wide market needs. New schemes of training are introduced frequently with opportunities to specialise in industry specific areas, allowing students to be more flexible in the choice of training and provides multiple entry – exit points. SLITHM also recognizes prior learning, which benefits those who have gained hands-on experience in the industry and who wish to acquire further knowledge through a sound professional qualification. Further, in order to facilitate students island-wide, provincial schools have been set up in Anuradhapura, Bandarawela, Kandy, Koggala, Ratnapura, Kurunegala Pasikuda and Jaffna.
- Support and guidance from the WUSC Volunteer Mobilization Team prior to departure and from WUSC Country Team while on assignment
- Participation in a pre-departure training where you will have the opportunity to learn about the program, gain practical skills for living and working in an intercultural context and meet other volunteers
- Travel, meals and accommodation are covered during in-person pre-departure
- In-country orientation upon arrival in country of assignment
- Language training in country of assignment, where required
- Airfare to and from country of assignment
- Support from the WUSC Administrative Officer for all relevant visas and work permits
- Cost of required country specific vaccinations and antimalarials
- Health insurance
- Modest monthly living and accommodation allowance while in country of assignment
- Vacation leave entitlement
- Return debriefing after completion of assignment

WUSC has resumed planning and recruitment for international departures for our volunteer assignments from, earliest, October 2021. However, the current global context continues to evolve and, as we continue to closely monitor international, national and local health information and guidelines, our plans and timelines are subject to change. The health and safety of our partners and our volunteers is our top priority and, as such, we are undertaking a rigorous international volunteer resumption planning process. A number of conditions will need to be met before an assignment will be given the green light to proceed, including the lifting of Canada's non-essential travel restrictions. All individuals considering volunteering internationally with WUSC must demonstrate openness, flexibility and accept to meeting the following conditions:
- Volunteers must be fully vaccinated (two vaccine doses) against COVID-19 and be able to provide evidence of vaccination.
- Volunteers must meet Canadian and Assignment Country Government and airline requirements related to PCR testing.
- Volunteers must agree to follow all COVID-19 mitigation instructions as issued by the Canadian Government, WUSC and by the local authorities in the country of assignment.
