The Roadmap to Self-reliance – Expanding Higher Education for Refugees

In 2019 , UNHCR and partners set a goal to reach 15% enrollment of refugees in higher education by 2030. 

This report lays out the specific actions stakeholders can take to support efforts to achieve and exceed the 15by30 target, across five distinct higher education pathways, which are national enrollment, higher education scholarships, connected higher education, technical and vocational education and training, and complementary education pathways. 

Across each pathway, strong multistakeholder partnerships play a crucial role in eliminating policy barriers, strengthening infrastructure and capacity, securing dependable and multiyear financing, and increasing the number of opportunities for refugees are recognized. Each chapter details how different pathways contribute to  the 15by30 target and provides case studies to show how stakeholders can invest in and implement recommended actions. 

WUSC supported the development of this report by sharing recommended actions that key stakeholders can take to increase access to and inclusion of refugees in higher education through complementary education pathways, including collaborating and innovating to tap into new and existing funding resources, advocating and advancing policies that account for refugees, increasing academic and community inclusion, and strengthening infrastructure.
