Roundtable : State of Play on Refugee Leadership: Young Refugee Leaders in Conversation with Allies

Event Description

WUSC and the Global Refugee Youth Network (GRYN) are pleased to invite you to our virtual Roundtable Discussion, State of Play on Refugee Leadership: Young Refugee Leaders in Conversation with Allies. The virtual event will take stock of the state of refugee youth leadership globally and explore key trends, existing partnerships, best practices and emerging actors. With a focus on moving from rhetoric to action, it will also generate fresh ideas on how to meaningfully engage refugee youth participation in their work. 

WUSC and GRYN have a shared commitment to ensuring that refugee youth experiences, perspectives, knowledge, needs and aspirations are heard and lead to expanded opportunities for them to meaningfully participate in and lead the shaping of policies and initiatives affecting them directly. The participation of and partnerships with refugee youth leaders, individuals, and refugee youth-led organizations should inform all policy, programmatic and operational aspects of refugee response.

The roundtable discussion will explore a number of questions, including: 

  • What promising practices promote and sustain refugee youth leadership? 
  • How can allies better support refugee youth empowerment and leadership across all aspects of refugee response?
  • What can allies learn from refugee youth leaders and how can they work together to contribute to meaningful system change?

This event will bring young refugee leaders (50% of participants will be refugee youth) from Africa, South America and Middle East, together with international practitioners, including representatives of governments, NGOs, multilateral organisations, academia, and private sector from different regions. Together, they will share promising practices and explore challenges related to refugee youth leadership with a particular focus on shifting power dynamics to enhance collaboration amongst key actors working in this space. 

In thematic breakout sessions, participants will also have the opportunity for in-depth discussion about evolving challenges and promising responses related to refugee leadership.

Background 

Since 2016, there has been a growing recognition of the importance of refugee representation in all policy and practice related to refugee response. In parallel humanitarian actors have increasingly valued working with and for young people in humanitarian action. These parallel trends are noted in the 2016 New York Declaration, the formation of the Compact for young People in Humanitarian Action, the 2018 Global Compact on Refugees (GCR) and the UNHCR Policy on Age, Gender and Diversity. The increasing engagement and involvement of young refugees at key policy fora, such as the Global Refugee Forum indicates important progress on empowering young refugee leaders and increasing opportunities for meaningful participation. Many actors from the international community also started to take concrete actions in the attempt of improving their practices around refugee youth inclusion in their respective organisations and initiatives. Despite the will and progress made so far, refugee youth participation remains limited and is often included for particular purposes – even tokenistically –  thus preventing deeper contribution. Important weaknesses and problematic practices, such as tokenized refugee participation and detrimental institutional dynamics remain and prevent meaningful refugee youth participation and leadership.

At the same time, there are many strong refugee leaders and refugee-led initiatives around the globe that are well positioned to respond to the needs and interests of refugee communities due to their proximity and first-hand experience. However, they often don’t have equal access to funding opportunities and to connecting with influential bodies and donors, thus resulting in a lack of power and resources to put forward or expand their programs.

WUSC y la Red Global de Jóvenes Refugiados (GRYN) se complacen en invitarte a nuestra mesa redonda virtual, State of Play on Refugee Leadership: Jóvenes líderes refugiados en conversación con aliados. El evento virtual hará un balance del estado del liderazgo de los jóvenes refugiados a nivel mundial y explorará las tendencias clave, las asociaciones existentes, las mejores prácticas y los actores emergentes. Centrado en pasar de la retórica a la acción, también generará nuevas ideas sobre cómo involucrar significativamente la participación de los jóvenes refugiados en su trabajo.

Este evento reunirá a jóvenes líderes refugiados (el 50% de los participantes serán jóvenes refugiados) de África, América del Sur y Oriente Medio, junto con profesionales internacionales, incluyendo representantes de gobiernos, ONGs, organizaciones multilaterales, el mundo académico y el sector privado de diferentes regiones. Juntos, compartirán prácticas prometedoras y explorarán los desafíos relacionados con el liderazgo de los jóvenes refugiados, con un enfoque particular en el cambio de la dinámica de poder para mejorar la colaboración entre los actores clave que trabajan en este espacio. 

En las sesiones temáticas, los participantes también tendrán la oportunidad de debatir en profundidad sobre la evolución de los retos y las respuestas prometedoras relacionadas con el liderazgo de los refugiados.

Antecedentes 

Desde 2016, ha habido un creciente reconocimiento de la importancia de la representación de los refugiados en todas las políticas y prácticas relacionadas con la respuesta a los refugiados. Paralelamente, los actores humanitarios han valorado cada vez más el trabajo con y para los jóvenes en la acción humanitaria. El creciente compromiso y la participación de los jóvenes refugiados en los principales foros políticos, como el Foro Mundial de Refugiados, indica un importante progreso en el empoderamiento de los jóvenes líderes refugiados y el aumento de las oportunidades de participación significativa. Muchos actores de la comunidad internacional también han comenzado a tomar medidas concretas en el intento de mejorar sus prácticas en torno a la inclusión de los jóvenes refugiados en sus respectivas organizaciones e iniciativas.
