Higher Education for Refugees: Increasing Refugee Access and Participation in Higher Education Globally
Commissioned as a background paper for the development of the 2019 Global Education Monitoring Report, Migration, displacement and education: Building bridges, not walls report, the paper Higher Education for Refugees written by Martha K. Ferede in 2018, provides a critical global overview of refugee access and participation in higher education.
Higher Education for Refugees outlines the barriers refugees face at every stage of education, as well as the many long-term benefits of higher education for refugees — including both at the individual and societal levels. Despite the benefits of higher education for refugees, and growing momentum to support refugee access and participation, significant barriers persist. Only 1% of refugees access higher education globally.
The paper identifies initiatives designed to increase higher education access for refugees. A detailed case study on World University Service of Canada’s (WUSC) Student Refugee Program (SRP) highlights how peer-to-peer student sponsorship holds great promise for increasing higher education access and durable solutions for refugee youth globally.
